While face-to-face academic advising is still the primary method of student service, with the growing popularity of electronic communication, on-line advising or Cyber Counseling is increasingly considered to be a useful supplement or alternative to the conventional face-to-face approaches. The current research was designed to investigate and compare the effectiveness of counseling techniques involving dynamic aspects of Internet technologies implemented in academic counseling services at community colleges. The primary purpose of this research was to determine to what extent academic advising enhanced by integrated technologies can satisfy the academic needs of students and provide assistance as students pursue their college education. During the experiment all participating students have been offered three modes of academic advising services. First mode was a videoconference session, second chat-room, and third face-to-face advising as a control group. The findings of this study suggested that the Internet technologies were favorably instrumental in helping students get necessary information satisfying their academic needs.
Distance educations still have many limitations. In this research, we had studied the theory, teaching and assessment methods of affective domain teaching goal. In a class period, the attending and responding stages of affective domain teaching goals can be achieved. We had defined that attending and responding stages of affective domain teaching goal. Then, we had designed and implemented the assessment system. The image processing technologies had been applied in attending stage to observe student''s learning. The interactions in chat room of learning system are recorded. Then, fuzzy logic analyses are used to compute student''s attending degree. Two stages'' scores can be combined by the applying of fuzzy integral. After the system had been implemented, the simulations had been processed. The simulations were divided in three level, attending, passive responding and active responding. These results of assessment show that the assessment for attending and responding stages of affective domain teaching goal can judgment student''s at-tending and responding degree correctly. From the results of assessment system, teacher can handle student''s learning situation.

This system will be developed using PHP as the main programming language. There will be three major parts in this project namely a register/login part, a document management part and a chat part. As a database, the system will be using XAMPP which is more reliable and more easily used. But overall, all about the system will be written in PHP.
