The Sign Language Computer Application for the Hearing Impaired, named I Can Hear and Talk (i-CHAT) is a computer based application which is designed to assist people, especially children with hearing impaired problem to master their linguistic capability. The first phase is Indonesian & Malaysian (Melayu) Sign Language. This application leads the user to learn Indonesian & Malaysia Sign Language and how to arrange affirmative sentences. The establishment of this application is expected to be beneficial for the Hearing Impaired community, students and teachers of School for Children with Special Needs and also useful for their parents, teacher and relatives. The purpose of this study is to make an alternative method of learning sign language using computer application. Let's to disseminating the use of sign language among deaf and hard of hearing students through developed computer based application, i-CHAT (I Can Hear and Talk).

Getting learners in an EFL environment to speak meaningfully in a foreign language is notoriously difficult. Innovations in educational technology enable teachers and students to facilitate teaching and learning speaking skills. This study reports on a descriptive study of attitudes of students and teachers, who have no chat-experience, about the potential use of CMC (via text &voice-based chat) as an instructional resource to facilitate their speaking ability. The study also tries to explore some similarities and differences between student and teacher computer use and opinions of students and teachers towards the use of voice &text-based chat with intercultural partners in language instruction. It also reports experienced chat-use teachers' perceptions in respect to advantages and disadvantages of using CMC tools. Findings revealed that both sets of EFL teachers and students were positive in support of use of CMC in support of speaking instruction, although teacher responses indicated anticipation of some problems in implementing classroom CMC. The study involved three groups of respondents: students, teachers without experience in CMC, international teachers experienced in CMC.

The Voice Chat system provides a robust and scalable solution that allows subscribers (prepaid and postpaid) to set up a conference call by inviting other subscribers on a multiparty shared-cost model. A multiparty conference calls starts with a minimum of two parties and can have a maximum of (configurable) parties including the organizer. In order to avail the services of the Voice Chat system, the subscriber needs to register to the service by dialing a short code. The system prompts the subscriber to confirm the deduction of the registration fees. Subscribers can select/edit the language (English or French) in which the prompts are to be played on the IVR. Subscribers can record an identification name that is to be played to the other subscribers during the Voice Chat initiation process. The system also enables subscribers to maintain personalized profiles and lists of friends in the system. The Voice Chat system allows subscribers to temporarily log out of the service by calling the IVR. During the logout period, the subscriber does not receive any calls or SMS notifications from the service.
